I was trying to optimize my laptop for performance. I stopped a lot of processes (in msconfig), and I disabled UAC. When I restarted my laptop, it kept showing the blue screen, and startup repair won't fix it.

Use Kaspersky Boot CD (KBC) Google it i wont give the link
Then get a empty CD and make it boot able. Copy the KBC files to the cd. insert it to the CD drive of the bad PC. Then go to BIOS select boot device as the CD you just inserted and confirm the changes. In KBC update the virus checker and then scan for virus. Then open up cmd and type sfc /scannow and hit enter. Then after verification is 100% complete type in cmd chkdsk /r Then restart the computer.
If it still does not work use the nuclear option: Reinstall Windows. If you want to reinstall Windows without loosing your files do this:
In the Windows setup, format every disk except the one on which you have your files. Now install Windows in a disk that is not the one in which your files are stored.
Your problem probably happened because you disabled a critical Windows service in msconfig

Pssst... You cannot just copy files to a CD and presto, it boots. Right-click the .iso file and click "Burn to disc". Select the drive with the CD/DVD in it. Check "Verify Disc After Burning". Click "Burn". Hope that helps! If the disc burn goes OK, you should get a message saying that the image was successfully burned to the disc.
