Whistling PSU when powered, Fans not spinning as well when 24-Pin connector is in

Hello,

Recently, I've ran into an issue with my mother's PC that we recently installed a new Motherboard, CPU and RAM in. Supplying the PSU with power and flipping the power switch on the PSU, it begins to whistle and at the same time, the fans are not spinning. Disconnecting the 24-pin connector, the fans magically begin to spin. I do not know what PSU it is, all i know is that it is 485W and is about 4 years old.
Note: The Pc is not being turned on this whole time
Note 2: The PSU did this with another Motherboard
Can anyone explain to me what the issue is and how i can fix it? I'm still fairly new with computer's.

You're pretty much just saying to get another PSU? I mean, this PSU is 4 years old and I'm not the one who bought it.
