SSHD not recognized, SSHD & CD/DVD not spinning up

With a new computer build, can't install windows 7. The build contains a P8Z68 motherboard (taken from my old PC), corsair 600w PSU, NVIDIA GTX 660 Overclocked, i7 2600k processor, 16GB of RAM from Vengeance, and a Seagate 1TB SSHB.

After building the computer (and replacing the power supply from my old computer with the corsair because the old thermaltake randomly died between my old PC and the new build), I've tried to install Windows 7. When the computer boots up, the CD/DVD-RW drive is recognized but not the hard drive. Same thing in BIOS. I get the classic "reboot and select proper boot device or insert boot media and press any key".

I've played around with the SATA cables in all the the different ports on the motherboard (using the mobo manual) and switched the SATA cables from the disk drive and the SSHD. Only the navy blue (I don't remember which port it is, either Marvell 6Gb/s or Intel 6Gb/s) allows the CD drive to be recognized. Anything else it doesn't even see the disk drive. None of them work for the SSHD. You'd think it'd be the Mobo, but then by feeling the SSHD and examining the disk in the disk drive, neither spin up. The disc drive doesn't even try to read the windows disk.

So, my thoughts are that the common denominator is the power supply and I happened to buy a faulty one. 600 watts should be more than enough though. But with the SSHD AND the disc drive not even spinning up, I feel like there's a fault in the PSU's SATA power port. I don't feel like it is the SSHD because I got the same results using my previous regular HDD. The next culprit would be the Mobo. But again, the fact that the disk drive or SSHD dont begin to spin kind of bumps that as a suspect.

I've tried pretty much everything aside from exchange PSU's. I tried running the SATA power that was in the disc drive (as it seemed to have enough power to eject the disc tray at least) into the SSHD and it still wouldn't spin up. I tried using the SATA6 cable in the disc drive (as the BIOS was at least recognizing that it was there) in the SSHD and it still wouldn't show up.

So, what are some of y'all's thoughts on what the problem could be? I've spent many hours on this build the past couple days and really want to get it working. I'm exchanging PSU's tomorrow to see if that fixes it (different brand, higher wattage, higher rating (silver or gold)). So we shall see.

An SSD has nothing to "Spin up" & I don't know if there are any indicator lights on one or not. I would try testing a normal SATA HDD in it, maybe even one from another computer, just to see if it's recognized & stuff.

Try making a Linux Live CD and booting with the CD drive.
