Asus is what I would choose, its top series paired with dirct cu gives you a big room to OC but even if you don't like OC you will get a cold , silent gpu which will never fail ;)

Sapphire and XFX are the best to go with because they offer they best cooling technology and fans. I have the Sapphire R9 290 TRI-X OC, the R9 200 series run very hot, so it necessary that you buy one with an adequate cooler. I personally recommend these GPUs in this order:

R9 290>280>280X

The 280 and 280x are pretty much the same and for the price gap between the two if you were thinking of getting a 280x, you should just pay a little more and get the 290 which performs much better than the performance gap between the 280 and 280x.

Good luck and do keep in mind, all of these cards need a required 600w or recommened 750w PSU with 2 PCIE connectors.

Oh man. I'm sorry to hear that. Nonetheless though, an R9 280x is an R9 280x. It's a very good card lol.
