AMD drivers overheating on purpose?

I have hd6950 flex edition. With the latest drivers from AMD the card reaches 90°+ when loaded and causes BSOD. While the fan stays on low rpm (I only judge by its quietness). So I installed MSI afterburner and programmed it to rev higher earlier and things are back to normal now - around 70° under load. Do you think AMD does this on purpose because my card is rather old and they want me to buy a new one?

Very unlikely. Why would AMD risk putting people off AMD cards?

No not at all. Most likely there is an excesive amount of dust/dirt built up causing your temps to go higher. They MAY of changed their fan profiles, but I doubt it would of had a negative impact. Usually they only do this to help cool the card better. A couple of years ago nvidia released a driver that actually stopped the fans from spinning when they got hot, so it is possible that certain hardware may of had issues with the newest driver I guess. If it's that much of a problem then just go back to the older driver. You don't always have to run the latest driver, unless there was a certain fix that you absolutly need for a certain game/issue.

90+ isn't unusual for a videocard. Generally, they throttle themselves around that temperature.
