Enormous performance drop caused by cpu

I have had a problem with my intel core i7 4820k recently. In benchmarking tests it says that my cpu`s base core clock is at 3700 mhz, but that the maximum turbo core clock is at 1200 mhz when it should be at 3700 or 3900 mhz!!? In some cases I cant even play games on the lowest settings because of it!

I did have this issue just a month ago, and fixed it by reinstalling windows 8.1. But my internett connection is so bad that I still havent downloaded everything since the reset three and a half weeks ago. And I will do pretty much anything to skip that option!!

I have a Asus rampage iv black edition motherboard, 16gb of corsair dominator ram, and a evga gtx 780 graphic card.

Any suggestions are apreciated! :)

Try disabling turbo from the BIOS.

It worked! But do you think this is a temporary problem and that i can switch back later, or will i not be able to use the turbo function anymore? :(

200 MHz isn't that much of a performance increase, but if you really want it, you can do a simple overclock to make it a constant 3.9 GHz by upping the FSB speed or multiplier in the BIOS.
