ISP's DNS Server Returns IP Addresses Even for Domain Names Which Should Not Resolve.

So I have my PC connected through Ethernet to my router which is connected to a wall, which connects to my modem. I started receiving some lag in my games recently so I ran a network analysis and I found that my, "ISP's DNS server returns IP addresses even for domain names which should not resolve."

On my laptop when connecting to my router wirelessly, the netanalyzer says that it has 16% packet loss. Am I supposed to contact my ISP about this or is this something on my end?

And does this affect ping/lag in games. I kind of sense the packet loss as when I'm playing a game I have a low ping (~30-60) but some times it stutters or abilities/skills pass through enemies before hitting or damage is dealt before/after the cast animation of an ability in a game.
