Display Driver Stopped Responding and Has Recovered - ATI Radeon R9 280x

I've read through dozens of these threads, but none seem to have any solid answers. I built my PC about a month ago and started having this issue a couple days in. It seems somewhat unique, as my PC just crashes, rather than displaying an error. I've only had it recover once or twice, where it would say "display driver stopped responding and has recovered." Interestingly, I've never had a crash while in-game, only when doing "everyday" tasks: web browsing, Microsoft word, etc.

I've tried uninstalling drivers and doing a clean reinstallation, as well as updating to beta drivers.

*Also I'm not overclocking, I've noticed that has caused issues for others.
*As of last night (7/28) I have tried changing the TdrDelay registry and scanning for malware with no success

Specs:
Windows 8.1 64 bit
AMD FX8350
XFX Radeon R9 280x
8 Gigs Ram
MoBo: Asus M5A99FX PRO R2.0 ATX AM3+
Corsair CX750M

i solved the problem with my r9 270x. I use a riser cable to adapt the videocard to my homemade case this cause a voltage lose on pcie to fix it i just setup the pcie to high voltage in the bios (from 1.6 to 1.8). Sorry for my english i hope this help.
