Blue Screen of Death Safe Mode not accessible

Hey everyone
My laptop keeps receiving the IRQL_NOT_LESS_OR_EQUAL blue screen of death on start up, and I am unable to even access safe mode to retrieve the dump files. All I have is the error code 0x0000000A(0xFFFFFB400063c698, 0x0000000000000002, 0x0000000000000001, 0xFFFFF8000ACF9882)
If anyone could walk me through the steps to fix this that would be great!

If all else fails you can try to run the windows repair utility, if it lets you get that far. If not, it's probably a hardware issue. If you can't get to it by immediately beginning to "mash" the f8 key or the f8 key while holding the shift button as soon as you turn the power on until you see the correct screen, you may be able to do it from the windows installation disk if you can set your bios to boot from cd/dvd priority as number 1.
You probably have a hardware failure. Can you go into the BIOS and see if all the memory modules, hard drives, etc. are reporting in correct specifications? It's probably a hard drive or memory module failure but there are certainly other things it can be as well. That error code relates to a bad driver request so it's possible for it to be any component that uses a driver. It could also be due to a bad driver file. Had you just made any changes like installing new software or updating any drivers, even using Windows update?
 
Did it happen immediately after installing or while attempting to open the application? If so, then it's highly likely to be related. Chromecast can cause issues and conflicts, apparently, with some network and Wi-Fi adapters. It could be conflicting with the drivers for one of them. Just a possibility, not a certainty by any means.
