Hello, i was preparing to OC my CPU, but before that i gave a little test with Prime95 stock clock. I tested it about for 14mins and highest temp. was 83 Celsius and i wanted to ask is it normal because i don't think so. Using thermal paste that was with cooler. In BIOS everything is auto. Maybe because of auto settings in BIOS?
Sorry for bad English.

PC Specs
MB: Gigabyte GA-Z97X-Gaming 3
CPU: Intel I5 4670k
RAM: Corsair Vengeance Low 8 GB
GPU: Gigabyte Radeon R9 280x OC
PSU: Seasonic M12II Bronze 750w
CASE: Zalman Z11 Plus
COOLER: Cooler Master Hyper 212 Evo

Solution
Your results are not out of line. A stress test will turbo up to a higher performance level on auto.
Test with occt. It will tell your temperatures, your clock rate, and your vcore which should not exceed 1.25-1.3v.
Past that hear rises rapidly and higher voltages are not so good for your cpu.
OCCT will shut down the test if temps get past 85c.
Supplied paste is fine.
I might expect 4.0-4.3 with your specs and average bin luck.

My CPU vcore is 1.63v with occt test temperature 65-75 celsius. I know it's way too high but shouldn't temperature be really high?, so i should disable auto mode in BIOS? Or i don't understand something?

In BIOS it says Vcore 1.176v.

Here is a screenshot with aida64 and cpuz

I'm really confused now. I really need help I don't understand anything now.

As noted above, Vcore should not exceed 1.300 v. I don't trust the numbers that OCCT puts out. 1.63 v. Vcore is not believable. CPU-Z is saying 1.165 v. which looks much more reasonable.

A core temp of 65*C to 75*C. is fine.

I'd like to ask few question not making a new post. I'm new to overclocking so i don't know really know much about it. 1. Do i need disable some features like turbo boost and others things. 2. If i want to overclock to 4.2ghz what max temperature should i look into it and do i need only to change vcore and ring voltage and can everything else be auto?

I don't trust that 1.65v vcore either.

Your clock is at 3.8 which is not really overclocking so the cpu-z number is probably correct.

You can just raise the clock in little bits until your test stops at 85c.
It is high numbers for vcore that drive up the heat.
So if your heat is not that great, you are probably not getting a good measurement.
If you were lucky enough to get a golden chip, you can de relatively better than others at 1.25v.

Look for a setting in the cpu voltage area. That is, I think, a good thing in that it allows the voltage to reduce when the cpu is not working hard.
