MSI R9 290 - Low FPS Problem. (experienced help please)

Problem: Its not only on skyrim, I've noticed my R9 290's performance is way too ..sh*tty, anyways, vsync is off (tried on same thing lower fps), I've played Watch Dogs, Skyrim, Dishonored, GRID Autosport...measured my FPS it was waaay below average, for Skyrim on ultra 1080p benchmark is 125fps and i'm getting 37 outside dont know what in towns and with drops! for others same thing below benchmarks.
I've updated all my drivers (and I mean all), tried older ones for the graphics card maybe current were unstable--yielding same results.
CPU Usage is fine as well as ram, i'll post the important specs alongside data analysis while playing skyrim.

CPU: Intel Core i7 4770K @ 3.50Ghz
RAM: 32.0GB Dual-Channel DDR3 @ 2666Mhz
Motherboard: ASUSTeK COMPUTER INC. MAXIMUS VI EXTREME
Monitor: BenQ RL2240H (1920x1080@60Hz)
Graphics Card: 4096MB ATI AMD Radeon R9 200 Series (MSI)
Power Supply: Corsair RM-850 80 PLUS Gold
OS: Windows 7 Professional 64-bit SP1
also, using a CORSAIR CWCH100i Hydro Series H100i High-performance CPU Cooler..

Note: My Core Clock (Mhz) never reached max is that ok? also, the fluctuation of GPU usage -i think- is the main reason for the frame drops! I'm not sure why it is not as stable as it should be..I wish someone with experience would help me solve this problem.

Thanks but I think my card is capable of achieving high fps without OC, so I don' t see how this would solve my problem, I want it to function properly without OC and use OC as a boost or something..so yeah thanks anyways.
 
Overclocking the card won't result in anything if the GPU core usage is so low. What version of the R9-290 do you have? The 'gaming' or reference model?

Your GPU core and memory clock speeds are both suspiciously low. Any chance that through afterburner the target power, core clock or temperature have been changed? If the card is trying to maintain a lower temperature or other low profile, the performance of everything else adjusts to balance.

Yes I'm using default fan profile, default everything, its really supposed to be ready for gaming and capable of getting high fps with all the specs, I'm not sure whats wrong with the god-damned GPU!
I've tried the method mentioned above (unofficial MSI Afterburner thingy), no use same low fps..something is just not right here :(

Are you able to return the 290? Was it bought new/recently?

If not your temps are low which is good but so are your MHz so a slight OC like 100MHz (it sounds like a lot but your card advertises a boost clock of 950Mhz which is still under where you'd be). If temps don't exceed 75 than you can OC a little more.

My last 3 GPUs all OC'd over 100MHz and still all work to this day including a stock 6850 and 670. Don't be scared, the worst thing that happens is the game freezes (not even the comp) if you get too selfish and OC too much which we all do. You just back off a little on the OC and BAM 100% stability. It doesn't take long to figure out what your system can/can't do.

I've already tried that, yes Mhz was a stable 1130 or so but the FPS was still low, I really can't figure out whats wrong with it, I might return it in 2 days.

hey, sorry I just noticed the comment. Yes it was the processor, it was running at the idle speed the whole time, i didn't change it though, re installed everything from scratch and it worked...not sure what was wrong but for the main part it was the processor.
