Lower than expected FPS

I recently upgraded GPU's from a 660 to a GTX 780. While there is an obvious jump in FPS, I feel like something in my system is holding my card back.

System:

AsRock 970 Extreme3 R2.0
AMD Fx-6300 @4.2GHZ
Cooler Master 212 evo cooler
8gb Gskill DDR3 1600 RAM
ADATA 128gb SSD
Seagate Barricuda 7,200 rpm 1 tb HDD
Zotac GTX 780 OC
XFX 650watt pro edition PSU
Windows 7 Ultimate

My first thought was that my 6300 was just bottlenecking my system. Even clocked up at 4.6ghz it didn't even earn me an extra fps or 2. But everything I read on Tom's said that there should be no noticeable bottlneck for gaming with a FX-6300, especially overclocked. I was wondering if the 970 chipset could be part of the issue, or if there's any other factors that would cause lower FPS in games. Before I jump up to an 8350, I just wanted to rule out any other variables.

I'd be careful OC'ing on that board with only 4+1 phase power and no heatsinks. That board also has 2400 mhz FSb. Upgrading to the 990fx board will get you faster FSB and 8+2 phase. Will help with the bottlenecking as well.
 
As far as I'm aware, the 970 chipset would have everything you need for any single gpu set up, as long as you have a cpu that could keep up with it.

As for your fps issue, what fps are you getting in the first place and in what games?

So here are some games and my average fps.

Crysis 3: ultra settings with AA x2
Average fps 36 with periodic hangs.

Bioshock infinite: Max settings
Average fps 45

FarCry 3 ultra with 4x AA
Average fps 40, with c9nstant stuttering.

I will post more details when I get home. Thanks for your replies thusfar.

I tried dialing my cpu back to stock and that did not help.

Are you useing MSAA or FXAA for anti aliasing? FXAA is much easier to run than MSAA you can try that. That said i would think a 780 would have no problem with MSAA so im not sure those frame rates are definatly on the low side for those games. And just to make sure you updated your nvidia drivers when you got the 780 right?

I'm running MSAA, I really don't feel that the 780 should have any issues running MSAA unless I was doing like 16x on Crysis 3

Drivers are up to date, tried beta drivers as well.

When I'm at home on my PC I will post the GPU-Z readings.

The 6300 will perform better in most games as it usually will clock higher due to less heat. I have an 8350 and a 6300 and I game with the 6300 rig. To put it bluntly The Asrock 970 Extreme 3 has really poor power delivery. 4+1 phase power. You need 8+2 to feed the juice to either a six or eight core. I bet that board is throttling to save the vrm's from catching on fire or exploding. Forget about running an 8320 or 8350 with that board You need and Extreme 9 or a Sabertooth.

I think if I'm going to change boards I'm just going to switch back to intel, my experience so far with AMD has been underwhelming compared to my previous 2500k. I would like to have this performing optimally if I'm going to pass it on to my girlfriend though. If the phase power is the issue, wouldn't dialling back the clock help solve some of the issues? (I will just migrate all my other components over to the new board.) I've been eyeballing the 4790k for a while now ;]

Any suggestions on optimizing the board for my 6300 though?

 
I'm running an fx 8350 with a r9 270 on a 970 extreme3. It's not r2.0 and I'm running everything as expected. The motherboard power phase wouldn't affect your fps i'd imagine. The lower number of phases would affect stability of the system when overclocking and sometimes require more voltages out of the CPU when overclocking with less phases as far as I'm aware.

I got a 3Dmark score of 7575, which is about half what I would expect from this card. Starting to think I should just go ahead and upgrade my board and cpu to get its full potential.

Thanks for all the answers, I seemed to have smoothed things out!

While playing with my OC I found that my Windows Aero was disabling itself due to low performance. I moved up to a 4.5GHZ OC, upped the voltage a bit more in ration to the clock, increased my cpu/nb voltage to 1.25, and my HT Link to 2400 mhz. That fixed the Windows Aero issue immediately, and tada! 70+ FPS in Bioshock Infinite, solid mid 60 fps in FC3, and 55 fps in Crysis 3. There is definitely a cpu bottleneck to some degree, but I think I can sqeeze a bit more use out of this little cpu before I upgrade.

Just 3 hours into my Prime95 run, so I'm hoping this will run stable for the next 9 hours at least.

Yes it would effect fps. Once your cpu throttles from 3.5 GHz to 1.4 GHz due to poor voltage regulator modules you will see lags and low fps.

I don't think this is the case in my scenario, as upping my OC and increasing my voltages fixed the issue entirely.
