CPU heatsink and graphic card fans not spinning

Hi, randomly when I was on my pc it cut out. Ever since then I've had problems. At first when I turned it on all the case fans were spinning, the motherboard light was on and the power supply fan was spinning but the cpu and graphics card fans were not. I fixed this by doing a cmos reset and it started working again. Now sometimes the pc randomly restarts it self or cuts out meaning i have to either reset cmos or resit the ram to get working again. I don't knw what is causing this but I don't think it's overheating as its not usually on long before it restarts or cuts out.
 
It sounds like a power or motherboard hardware problem but further testing is needed.

1) Unhook all parts absolutely not needed (all drives etc.) including the graphics card if you have an iGPU to use instead.

2) Update the motherboard BIOS if newer exists

3) Double-check all connections (CPU power on board, 24-pin, graphics card..)

4) Run MEMTEST www.memtest.org for a complete pass (about 30min for 8GB)


GRAPHICS CARD FAN:
This is a little baffling since the card should have direct control of the fan. Normally I'd just say a graphics card issue, but you then say your CPU fan wasn't spinning.

CPU FAN:
I don't know how you have this setup, but normally the CPU is always spinning. The problem with that would have to be the motherboard or power supply. I doubt it's the power supply.

Summary:
Unfortunately all troubleshooting is the same:
a) Unhook all parts not needed to test
b) Swap parts (by most obvious, or what you have accessible) or change settings

*If I was forced to guess I'd say a defective motherboard.

How do I update the bios and if the motherboard or power supply is faulty how come I can get the pc temporally by either reseating the ram or taking cmos battery out and putting it back in
