Error 0xc00000e9 HALP please!!!!

I already fixed a lot of problems during my computer build like overheating cpu but now when i had fixed every thing all i had to do was download my os. So i put in my cd it loads files up to about 75% then the error comes up I have a picture of my bios and my error. As you can see in my boot priority my hdd and optical drives is in the back of the boot priority. I tried many things, such as new cords cords placement anything you could think about with the cords.

Update: All fixed apparently my OS was just scratched.

This error indicates a hard drive problem, If you have not done so you need to run chkdsk (Check Disk) and allow PC to repair any problems it may find.

Also this may work even better, click on my pc then right click the c drine. then go to tools and click check on error checking.

Oops forgot about the fact you can't get into Windows. I'll have to think on that one. Windows 8.1 makes it nearly impossible to get into safe mode.

If you have Windows 8.1 just go to your start screen and type chkdsk, then click to run and repair problems. This may take a little while to complete.

Wait start menu? Remember I cant even load all the files so im stuck in the bios area pretty much and the press any key to boot off disk

I can only suggest trying to boot from disk and click repair pc, I see you have already tried this but I can't see anyway to do a hard disk (chkdsk) repair from the bios.
