I have thor v2 with 3 230mm fans (front, side, top), and 2 slots for a 140mm.

So of the two fans, where do I place the better one......

1) the top rear exhaust?
2) the bottom intake (right next to PSU, air moving straight vertical)

I cant seem to figure out where.

More about : put fan 140mm

Use the better fan as an intake in the bottom.

I would use the better fan as an exhaust, because it will create a negative airflow environment sucking air in thus doing double duty.
Remember it is always easier and more efficient to pull a load than to push it even air.

While there are circumstances where negative airflow can be desirable, for most users under most circumstances a positive airflow will serve them better. Anyway, with the OP's setup, that 140mm will not be creating a negative airflow, only slightly reducing a positive airflow.

ah ty good to know everyone, my case is built for positive airflow anyway, because it is full of tons of those little honeycomb holes that "catch dust"
