Since I don't plan on OC should I change my graphics card to a non-OC card?

Your build looks just fine. The card is labeled Dual-X OC because the manufacture has already increased its performance a bit over a reference card - I'd just keep it.
The other suggestions for hard drives etc, they are valid suggestions. I would save the money in the RAM even further and go down to 1600 speed: You will never notice the difference betwenn 1600 and 1833 and the savings might be enough to bump up to 16GBs. YES, overkill, but nice to have.
I assume this build is for gaming, so here are some thoughts:

1. I would upgrade your CPU to this; Intel Core i5-4670K Haswell Quad-Core 3.4GHz $234

This is about $30 more and will give better performance plus the opportunity to overclock down the road if needed.

2. You will need to upgrade your MOBO as well. Get one like this which will give you more options:

3. I dont think you need 2133 RAM, you can save some money and go down to 1800.

4. You dont have a hard drive listed, I would look at an SSD like this:

You can load your OS and programs, games, etc on this and get a 250g or 500g mechanical drive for like $50 to store files like pictures or whatever

5. You dont have a DVD player, that is like $19 on newegg.

6. You will need an OS like WIN 7 for $99 on newegg.

7: Your PSU is a good choice plus full modular is always great.
