1. In most "custom build" cases, yes....the card is smaller than ATX MoBo
2. But Dell is weird, so Measure the distance you have available in the case if its bigger than what you see in 3 below you're golden.

I dont know if this is the problem i think from what ive read its because the part you plug the vga hdmi etc is double size but goes upwards where there is no slot
