Dropping Frames OBS (Twitch)

I play skyrim. I lags in the game on the optimized settings that I used from Geforce Experience. I am running OBS as 30 fps, CBR CRF on, max bitrate 3000, video resolution downscaled to 1280x720p, any help? my computer SHOULD easily handle more than that! Also it doesnt lag at all sometimes in OBS but the stream comes out choppy...?

Specs:

AMD FX 6-core processor @ 3.50 GHz
8 GB ram
GTX 750ti graphics card

The reason that the stream is dropping frames and is lagging, has little to do with your PC actually. This is because of your internet speed.

You can test your speeds here: http://www.speedtest.net/

If you have a upload speed below 5mbps you will most likely encounter problems with streaming. The faster the speed, the higher the bitrate and more data you can send. The slower... you get where I'm going here.
