Earlier before this my Cd drive was in boot priority number 10 while my hdd was in boot priority number 9 so now i changed it to optical cd drive to 1 and hdd to 2 still no fix with the boot device thing i evenwent to boot menu and selected my cd drive as my boot device GGGRRRRR. Solution
Yes, License as in product key.
Also, it happened to me once that I was not able to load all Windows files, because the system would automatically boot of my flash drive at restarts during installation, without asking me.
In that case, for me the solution was to remove the flash drive when the system restarted.

Try to reinstall Windows, and when you see that it`s restarting, eject the DVD. Once the system started to laungh, close the tray again.
Next reboot, eject, wait, close tray. Rinse and repeat until windows is installed.

Let me know if this is also your problem.

Do you still have Windows installed? If yes, can you access it?

If you played with the boot order, and that doesn`t work, I would make a boot-able flash drive, and install Windows from it.
That`s how I do it for years now, and you just need to have the license at hand during installation.
