Blinking underscore when I turn on?

Hello,

This is my first post here, so apologies if it's in the wrong place.

When I turn my computer (a Dell Precision 390) on, i'm met with a blinking underscore:

It doesn't boot to the BIOS.

Things i've tried:

1). Removing all peripherals except the keyboard, mouse and monitor. This was to stop it trying to boot from an external hard drive, or flash drive.
2). Removing the CMOS battery to reset the BIOS. This was an attempt to stop it booting from whatever it's trying to boot from.
3). Disconnecting the hard drives in case they were damaged.

Unfortunately, i'm still met with this blinking underscore!

My graphics card broke a few days before this problem. I installed a new one (a Geforce 210) and it worked perfectly. However, the next day, the underscore problem began.

Does anyone have a solution to this?

I don't see anything. When I turn it on, I am greeted with this.

After I started the thread, I noticed that someone had a similar problem a while ago:

Do I need to update my BIOS too?

I'd like to point out that I had an ATI Radeon 5450HD in it for a year without any problems. The Geforce 210 worked for an entire day before this happened. To me this suggests that it may not be a BIOS problem. I could be wrong though!
