The 610 is pretty terrible. The 4300 isn't really all that bad for an entry level gaming rig. I think the only thing you'd really need to do is get an actual gaming card like an NVidia 750 or 750 ti, or AMD 265 or 270 or something similar to that. You'd see a huge increase in your gaming performance.

Everything seems fine, but instead of a 610, maybe go for a 700 Series, if not may be the 660 or 690.

He wants Medium setting. ;)  He doesn't need to play on High or Ultra.

You'll need an upgrade in order to achieve playable fps. The RAM is fine, as is the CPU in most games, but you'll need a better GPU.
What PSU are you using? How much are you willing to pay for an upgrade?

Which is why I recommended he just keep his entry level processor and go with a mid level video card...

"next gen" games will need those video cards for Medium. The 750 series is a mainstream video card, not high end at all. The 610 is just about totally useless for games outside of Diablo and such.

For that CPU a Radeon 7770/250X would be good enough for low to medium settings and will match that CPU. The next tier 260X and up will be good as well but then it goes past $100 for the prices but will be smoother at 1080 resolutions and will get higher quality settings. This all depends on the PSU to run the cards.

No, you won't need liquid cooling for those cards.
