Budget Gaming PC Configration (India)

Looking for an expert advice for building A budget Gaming PC:Rs30K ( approx $450)

1.Intel CPU: Preferable latest i5 (For longer use) (Of course model that comes under budget)
2.Not looking for Over Clocking CPU or joining 2 Video cards.
3.Can wait for graphics card ( even for future please suggest) (no preference in brand)
4.Will not upgrade CPU in future in the same pc.
5.Generally its hot and humid weather in my location.
6.Looking to play open world role playing games (GTA Series, Elder Scroll Series, Far cry series and many more )
7.Prefer no bottleneck due to any component.
8. Not looking for SSD
So what I need:
1 Case (Mid tower) (good and optimum air flow)
2 Reliable power supply
3 Motherboard (Reliable) (Gigabyte not seems to be reliable)
4 CPU FAN ( Do I need to buy other then the stock option?)
5 Hard disk
6 Graphic card with better cooling. (DDR 5)
no DVD player
And Any thing I have Missed.

if you are not planning to play the future titles, then this might help..

CPU FX6300 || Mobo Gigabyte GA-970A-DS3 || 8GB ram || hd 7770 card || 1TB Seagate Barracuda ST1000DM003 || 18.5' monitor || atleast 500W PSU (prefarably Corsair) || Other peripherals

The Rigs comes around 40k but if you can get discounts .. thats well and good.

This will help you to play all latest games in a mix of medium to high settings.
