Samsung D3 Station external HDD won't mount Windows 7

My year old Samsung D3 will not be recognized by my computer. The light comes on when it's plugged in and you can feel and hear the drive heads moving when connected to the USB port.

What I've tried:
- tried all USB 2.0 and 3.0 ports on my Windows 7 and Ubuntu PCs
- a different Seagate external HDD mounts fine on USB 2.0 and 3.0 ports (using the same power and USB cables)
- a USB3.0 thumbdrive is recognized in both 3.0 and 2.0 ports
- the drive does not show up in the Disk Management or SeaTools utilities in Windows 7
- I do not see 'unknown device', 'unrecognized device' or any grayed out entries in the Device Manager Utility

Other Observations:
- The device does not show up in the 'Safely eject hardware' prompt nor does Windows 7 give any indication that a new drive was plugged in.
- This device was last working on Ubuntu. I moved recently and just set the computers back up. While moving, I noticed while the Ubuntu PC was off and the D3 was still connected its light remained on. I did not give this a second thought until now. Is it possible some mounting info is in a state of limbo on the disk itself and doesn't want to play nice?

I haven't had the chance to play with it much on my Ubuntu PC yet, but if there's any advice out there I'd appreciate it. Thanks!
