.exe files won't work can't fix without internet help!

Okay so recently I bought a pc for 200$ it was well worth the price. But since it's been used it has a few issues and I need to fix them. First off at first when I got it .exe files worked but now they won't. I really need .exe files to work though because I don't have anyway to get on the internet without it. I just bought an adapter by Asus and in order for the drivers to work I need .exe to work. Is there any way to reset it manually so I can use .exe without getting on the internet. I am using windows 7 ultimate as the os. Everything on the pc is quit a mess I can tell the previous user didn't bother with taking care of it. If there's maybe a way I can transfer some program onto that pc using an external hard driver I could do that.

If its is a branded PC from the likes of Acer/Dell etc, they normally have a factory restore option to wipe any existing data.

If a home brew pc, then your going to have to install of a Win7 DVD and zap it manually during the install.

Go to this page and click on "Fix it for me." It's likely that a third party antivirus or malware program has altered the registry or changed permissions for access to .exe files. This should take care of it. There is also an option on the page that tells you how to fix it yourself if you prefer.
