my motherboard runs at 25-29c.

rest of pc's specs:
MSI 970A-G43

One time i think it was at 63-65c after playing a game. i havent really checked the temps a lot. I was overclcoking my ram in the bios and i saw it was at 50c and i was kinda nervous.

I think the max for that chip is around 70c, even with the stock cooler it shouldnt be running that hot at idle really. I still think the fan is not seated properly. But yes going with that hyper 212 will make a world of difference.

what do you mean the fan isnt seated? Is it loose or something?

Did you build this yourself? Sometimes when installing a fan it may appear as if it is "on" all the way when infact it is not or there is too much thermal paste applied. This will cause your chip to run hot.

I would suggest if you know how. (dont know your tech level) to take off fan clean old thermal paste off i use a q-tip and rubbing alcohol. (disclaimer i generally stick with Intel) reapply paste about the size of a grain of rice in the center and re seat the fan make sure its snug but dont over tighten dont want to crack the board.

This could solve your issue. HOWEVER being that it is a black edition CPU i would still go for the 212 cooler as that chip was made to be Overclocked anyway. but i hear the AMD's are thermal nightmares to begin with honestly.

Throttling starts at 63C.

I am using the stock cooler, it came with thermal past on it already. I can clean that and put some more on if i have any laying around. I know quite a bit about computers just not the cpu's temperatures.

If you are going to reseat it, it is always best to reapply fresh thermal paste. I would almost bet its not seated correctly, especially if its those damn pins. but i dont think AMD stock coolers have those correct? But honestly while you have it off just run to the store get yourself a nice cooler and be done with it.

Also go into your Catylst control center or whatever it is called and turn on CnQ (cool n quiet) if it is not on, to make sure that will work you will also have to turn your power settings to saver mode. This will help lower your idle temps if you are just surfing web and stuff. But i wouldn't play any games with this temps honestly.
