Welcome to the world of web design where you run 12 different browsers and have to get real good at guessing window dimensions.

If you resize your browser window to be ~1280x720 the web page should behave identically to if you were running full screen at 1280x720 since it gets knowledge of how big its window is from the browser and unless you somehow tapped into system screen resolution properties all you should be basing sizing off of is the dimensions of the browser window.

You mean besides setting the resolution to 720?
Since you dont list your laptop model# or OS version, you'll have to google for specific instructions but basically rt click on an empty part of the desktop and work your way to resolution. You may have to go into the graphic properties to do it.
