Bootmgr is missing & cant get in to boot settings

So i tried to reinstall windows on my laptop, left it to do it's thing, come back a while later and the battery is dead... try again but it wont let me install on any partitions. Try and reformat/mess around with the partitions to get it working and end up making the situation even worse as usual...

Now when i turn the laptop on i get a bootmgr is missing message and it wont load the windows 7 installation disk... my first reaction is ok.. i'll try and mess with the boot settings, but it turns out i've ruined it so good that it wont even let me enter the setup by pressing F2... Tried all sorts of button combinations and it changes nothing, the only thing it seems i can do is press ctrl alt delete to restart the system back to the same screen.. great!

I was wondering if there is a way i can recover what ever system lies within it so i can try and get into the boot settings and boot from a disk/usb. I'm guessing there's a way of doing it but as you can probably tell i have almost no idea what i'm doing and figured i'd get a more informed opinion before i end up throwing it out the window.
