Low FPS CS:S (Win 8.1)

I have been playing CS:S for years, nearly every day. I recently had to buy a new license for Windows, so instead of going for 7 Pro again, I went for 8.1 64 bit.
Before I continue, here are my specs:

Asus Sabertooth Z87
i7-4770k
GTX 780 GHz
HX 1000
32GB Corsair Vengeance LP

All my other games run just fine, and I had no problems with CS:S in Win 7. But ever since I switched, I get 40fps on average and drops every five seconds, making the game unplayable.

I have tried to set the hl2.exe to compatibility mode Win 7 but it didn't change anything. I am using the newest 340.43 driver. I am running out of ideas...

Any help is greatly appreciated. I'll be happy to supply more info if need be.

since all other games runs fine ,but CS:S doesn't , then the game has issues , no need to replace every piece of hardware or reinstalling windows etc , i would contact CS:S customer support online , and hopefully they will lead you to the right solution .

Try using 337.50 Beta driver. 340.xx has been known to have issues with source engine games. I suggest using Display Driver Uninstaller (DDU) and CCleaner (registry tool) in safe mode to make sure the driver is completely removed before installing the new one.

hi , what's your monitor refresh rate? 60/120/144? , and it could you check the command on CS:S console "fps_max ###" what number are you getting? one more thing check the ingame video setting incase v-sync is on ,turn it off .

i just installed that driver. will test it in a second. for now, my monitor refreshrate is 60Hz, cause I am using a 1440p res. In game max fps is set to 200, vsync is always off :D CS:S with vsync would be just as useless as these fps drops :p

EDIT: no improvement :(

Bump.

I have tried so far:
- update VGA driver
- disable Intel HD4600
- Verify integrity cache
- Re-install the game
- Set the game to Compatibility mode and "start as admin"
- Set Timer Resolution to 0.500 ms
- Install a new PSU

The card varies between 300 and 600MHz @ 0.887V. CPU load varies between 10 and 30% at 800MHz.

Running out of ides here!

your cpu is running on idle, I've had the same issue recently, try going to:
Control Panel > System and Security > System and check your ratings, in my case I had a low score in the processor, I've talked to an expert, changed my cpu and it wasn't the problem so the conclusion was that my motherboard was running on idle mode the whole time (defected). Hope this helps just do the first steps and you'll figure out whats wrong, your scores should all read over 7.5+

Originally I thought the same. However I just saw that my CPU load is at 80-100% load when I watch simple twitch videos. iGPU is disabled in the BIOS.

well sorry, but your response is super unlikely and before I start taking my PC apart and buying new parts I want to rule out everything else.

Aside from that I have two different reads when watching videos. REaltemps says 25-30%, OCCT says 80-100% ^^

you could just do the test in system (control panel) and use the "windows experience index" to get rating as I mentioned above, any low ratings means there is where you gotta look, if you have low on processor means either processor or mobo is defected. And trust me my issue was highly unlikely, technician did not face such issue in like 4 years according to him. so yeah, look everywhere..good luck.

that's nice to hear , but my advice is limiting your fps to 120-150 ,before your CPU/GPU get over heated due massive frames generated ,and have a nice day ;)
