Do you have CPUID installed? If you don't, get it....if you do, open it and go to the "memory" tab. What does it say for DRAM Frequency and Command Rate?

it says:
dram frequency 716.6MHz
NB frequency 2149.9MHz
FSB: DRAM 3:10
CAS 9
RAS to CAS 9
RAS 9
Cycle time 24

i had all that set to 10-10-10-27 and it didnt stay. Its also running on 1.572 volts. do i need to raise the voltage? the next option is 1.579

Sorry it took so long to get back to you. I live in West Virginia, and we had some bad storms roll through. My net has been down for some days now. Okay.....Your DRAM Freq is set to 716.6MHz, most likely with a T2. That would yield a 1433.2MHz clock. Simply go into your bios and set your DRAM higher:)  Here is a pic of my CPUID memory tab. http://imgur.com/OCQeiQl As you can see, my CR is 2T. That means that my DRAM freq (800.1) will be multiplied by 2, which gives the 1600MHz clock. It is just a quick change in your BIOS!

thats ok, i figured out wha the problem was. i reset all the settings and started from scratch and i got it working. i was wanting to know if i could maybe get 1800mhz or higher out of my ram without frying it.

Honestly, it is really not worth the hassle of trying to oc your ram to even 1600MHz. You will get greater performance boosts from overclocking your cpu/gpu.
