Overheating concerns for AMD Athlon

I have an AMD Athlon 64 X2 5200 Brisbane 2.70 GHz, not overclocked.
I am using the ARCTIC Freezer 7 Pro Rev. 2 CPU Cooler, and arctic silver 5 thermal. I have reseated the heat sink multiple times using both the dot application as well as using a razor to spread the paste thinly. I have waited the 200 hours burn time in all applications.
I also have 3 additional fans around the case, one intake two exhaust.

So when I first start my computer and turn on Core Temp, I'm idling at about 38c.
As the day goes on it'll idle around 40c. When I launch even a basic game my temps go into the 60's. It usually goes into the 70's at about an hour of gameplay, when I then panic and turn it off. The max I've let it get to is 74c.
Are these temps ok for my CPU? I've found varying answers, but I feel like they're too high for comfort.
I'm very confused why my temps are so high, and would love some input on why this is happening.

Those are temps after the computer has just been turned on after a while of being off. After watching youtube or playing a game for a little while the idle goes to 45-50c for about an hour before cooling back down. This is when the load is 60% or so. If the load goes to 100% I shoot into the high 70's.
