Power cable gpu

Hello, I recently got a new graphics card (powercolor Radeon hd 6970). My last graphics card (Radeon hd 7750) didn't have any power cables connected to, but it still had power and ran fine. I'm wondering if I have to connect my power supply to it.

The graphics card came with a 8 pin to 4 pin cable. But I have nothing to plug it into.

On the PSU (if it's not a crummy one that's made by some unknown from god knows where) there should be a PCI-E 6-pin adapter or maybe 8 pin depending on the psu. Take that cable and plug it into the port(s) that is(are) on the side of the 6970.

I did that but I have nothing else to plug the 6 pin cable into.

One more question. Could you tell me the difference between the two?
 

one is 650w and fully modualr and gold efficeny(how well it keeps eletricity from turning into heat) and the 750w is bronze(still good at transfering eletricity.) and semi modualr(not all cables can be removed like full modular)
