I want a PC that can handle the new settler games, mount&blade maybe, and the new age of empires. Is there one i can buy that's under $400?

Why not build one? It will benefit you better because you could get better parts since they don't charge an assembly fee.

Try this out. On your budget you need to build it yourself to save the $50 or more someone might charge to build for you.

The GPU, HDD are perfectly upgradable. Others may disagree here but I think AMD for now is the best CPU option for you, but the case PSU here should allow you to drop$200-$300 on a nice Mobo and Intel CPU in the future.

So yes, I would say this setup is fairly future proof in terms of easy upgrading
