R9 270x Head beating problems

I have had 2, 460's running in SLI for almost 3 years. They played every game just fine, including Battlefield 4. However, as all things must come to an end, 1 of the cards finally died on me. I can't say anything bad about them, they were great cards.

I recently came into a good deal on 2, R9 270x's.
To make this a little shorter, I have had nothing but problems with these cards, it seems just with EA products. I didn't want to say that to lead someone down the wrong road, who could actually in fact help me. So, with even BFBC2, I get 40 fps (with the 460's on high it was 85).
On Battlefield 4 on LOW with 1 card I get 45, and with crossfire enabled I get 60-80 with huge FPS drops. With Crysis I get around 50 fps with crossfire enabled.

I have disabled 1 card, I have removed 1 card, I have switched that card out with the other, and nothing I can do, I get horrible FPS.
I have disabled ULPS, I have tried as many drivers as I can, with completely sweeping the old drivers off, before re-installing the new ones. I have tried mantle, which it seems to run worse with mantle.
I was told by gigabyte, who is the manufacturer of my cards that, My board is not PCI-e 3.0
I was told by my board manufacturer that my board would be 3.0 if I had an Ivy Bridge Processor.
I just don't think that PCI-e 3.0 could be the problem. ?

Sandy Bridge I7-2700k overclocked 4.4 @ 1.3v stable. (I've also tried base clock with all sorts of drivers, and configs)
Motherboard - asrock p67 extreme4 gen 3
16 Gigs of Ram @ 1633
PSU - PC power and cooling 950watss
and without further a due - 2 gigabyte R9 270x.

The r9 270x shouldn't be bottlenecked.

How are your settings in catalyst control center?

Are the cards overheating by chance?

The cards are running about 50c-55c. Also, they appear to be running at 99% too, so they're being used. The processor is at about 55%-60% usage. As far as Catalyst, I just have the Crossfire feature set to Enable.

Check overdrive. Check and make sure they're at least at stock speeds.

Also, just to be sure, are you running the latest drivers off the AMD website?

Yes, they're at stock speeds. I started off with the 14.4 drivers. Then I tried the 14.7 drivers, then I tried the 14.1, and 13.1. I am now back at 14.7. I have driver sweeped after using the AMD uninstall feature each and every time I have installed a driver. Very clean installs.

Maybe someone else on the forum would know. I can't think of anything outside of possible bad cards or something.

Where did you get your R9 270X? Have they been mined before.
You shouldn't get 45fps at low settings with a single R9 270X.

They have been mined, but for a very short amount of time.
