New Graphics Card Performance Issues

Previously I had a GTX 660 Superclocked http://. I Upgraded today to an MSI R9 280: http://
I would get outstanding performance from my 660. I could play metro last light on high 60+fps and gta iv about 30 on medium. Now after my upgrade I get about 15-20 on GTA and any other game the framerate is still no as good. I did my reasearch and I thought this card was better. (Let me know if i am wrong) I know the 3GB of memory does not do too much in terms of fps. I also have dual monitors.

Long story short the graphics card is not doing as good as it should.
I first reinstalled windows upon installing the new graphics card, because I needed it and I also wanted to make sure there are no Nvidia drivers.
Second: I installed the latest drivers from AMD's website.
Third: I got in game to test it and I saw my FPS was low.
Fourth: I Uninstalled all AMD software
Fifth: I reinstalled the drivers using the driver CD that came with the card. Still no luck.
I do not believe it is a bottleneck.

2 TB Hard Drive
Biostar a880Ghz
Windows 8.1 Pro
