im about to build a g3258 rig
*will this bottleneck my gpu?
g3258 (stock)
gigabyte ga h81m
gtx 750 ti
8gb ram

if OCed
g3258 (overclocked average)not to the point at very hi temp
asrock Z87 pro3
gtx 750 ti
8gb ram
with CM hyper evo

can it surpassed the
i3 with r7 260
or
i5 with r7 250

or i will go to i3 for $550-600
or i5 for $750-800

mobile proc is not available in our country nor for shipping
and i really dont know mobile procs and has suffix such as T, S and M

The g3258 should out perform the i3 when overclocked. The pentium system will out perform the i3. It has the same single threaded capability as the i3 and i5. The i5 has the advantage of more cores, so it will perform better. The pentium g3258 + gtx 750Ti will outperform all the other systems.

The i5 + r7 250 would be limited by the gpu. The i3 + r7 260 will be limited by the gpu as well.

It'll struggle I'd imagine. You're probably looking at medium settings 30fps roughly.
