SuperMicro X7DBE Powers On But Wont Boot

I have a SuperMicro X7DBE motherboard. The board powers on fine (fans spin, screen flickers (but never goes to post), and network lights blink). However, as mentioned, the board never goes to post, and I do not get any beep codes at all. I have tried:

Different power supply
CPUs in other motherboards
RAM in other motherboards
Both onboard and PCI video
Single CPU instead of both

The board is out of warranty, so that's not an option. I wondered if anyone else had this issue and if so, what solved it? Thanks!

If this is a new build make sure the screws holding the heatsink bracket to the case's motherboard tray are shallow head screws.
Normal case screws heads are too thick and ground out on the back of the motherboard.

Thank you for your reply. I forgot to mention this is being tested out of a case on a piece of cardboard. There is nothing metal under the motherboard to connect any two points.
