Task manager won't open over crashed program

So, I'm playing my game in fullscreen (Skyrim, modded) and it crashes. I CTRL+ALT+DEL to get to the screen, I press task manager and it opens UNDER the crashed program, not allowing me to do anything. I'm able to highlight my mouse over it and its silhouette pops up but when I click that it stays under my crashed program, please help!

just the instability from all of the mods I have on Skyrim. I just want to know how to make the task manager appear over it instead of under when it does crash...
