-----NOTE----- This problem has been long fixed and was due to an internal problem in the computer, not the actual GPU itself. Sorry for misinformation!
-So I have just bought this gtx 770 4gb and upgraded my power supply from a 600w power supply to a 850w power supply and my GPU from a gtx 760 2gb to a gtx 770 4gb.
-I've tryed Tech Support and also sending my tower into a computer diagnostic company
-I have a feeling that I am either bottlenecking or the new GPU is defective.
My System is:
>I7 4770k @3.4Ghz
>16GB Corsair Ram
>GTX 770 4gb
>850w Power supply corsair Gold Standard
>My OS is Windows 7 64-Bit
Watch Dogs, Farcry 3, and Battlefield 4 are running at low fps-from 15-25 frames on all those
Max Payne 3 gets good frames but stutters and is very annoying
Borderlands 2 stutters also
My other graphics card(the 760) could play better frames than this graphics card!!
Please help me! Thank you

It sounds like you're playing on the integrated graphics processor rather than the GPU. Try checking whether your GPU is selected in your BIOS under graphics or graphics display - PEG or PEG/IGP should be selected.

You can also try running Display Driver Uninstaller (http://www.guru3d.com/files-details/display-driver-uninstaller-download.html), then doing a fresh install of your 770 driver. I'm assuming that your mobo BIOS is up to date, as well as all your other drivers.

*If he's got the monitor attached to the graphics card then he can't be using the iGPU.

1) Is the GTX760 removed?
(if planning to use for PhysX, just remove from PC for now until the main performance issue is solved)

2) Is the monitor attached to the GTX770?

3) Are the POWER cables connected to the GTX770?

4) Did you try reinstalling the NVIDIA drivers direct from NVidia site?

Possible issue:
If everything is hooked up correctly I suppose the card might be stuck in 2D mode. Not sure if that's common or even possible for that card but the only thing i can think of.

Other:
Why did you get a new power supply? A 600W was plenty of power for a GTX770 system. You could try using the GTX760 as a PHYSX card but you'd want to test that on a per-game basis (with card assigned and without). It would probably improve the performance of any PhysX game but that will vary a lot on how much.

(If a PhysX card is too slow the main card has to wait for it to finish. Thus you'd never want say a GTX650 paired with a GTX770)

I'm sorry, I know enough to get by, could you give me a step by step on how to get to where you are talking about. Thank you for the reply!

Ok so:
1) Yes
2)Yes
3)Yes
4)Yes
How do I get it out of 2D mode if it is in it, which I don't think it is.
I got an 850w Power supply because I thought I was going to run both of the video cards at the same time for one game similiar to an SLI

I looked in my Nvidia Control Panel and I don't have that option...

Ok, first off that is only for OPTIMUS laptops, that have switchable graphics, desktops don't have this feature so all the graphics is being rendered completely by the 770, nothing else.

Download a program called GPU-Z, and see what clock speed your 770 is running at, make sure it is the same as it's rated speed.

Also what's your motherboard? And is their a BIOS update for it?
