BSoD Windows 7 Splash Screen on New Build

First off, I am sorry if I am reposting/posting in the wrong area, I have searched quite a bit and I have not found any thread that has been able to help or match my issue. I am helping someone try an install Windows 7 Professional on a new build of theirs (I am currently in another state, and they aren't too tech savvy). When he plugs in the bootable USB drive that I created remotely, the Windows splash screen starts and then it blue screens.

He gets an error: STOP: 0x0000007E and then below that: ACPI.sys

I have had him switch the SATA configuration to IDE to see if it would fix the issue, try removing a stick of ram and trying different slots, also moving the usb to different ports. I have not however had him update the bios (wasn't sure if it was needed and would help fix the problem atm) or had him re-download the Windows 7 ISO and recreate the bootable USB drive.

I am getting frustrated and am not too sure what else I can do to help him remotely/ over the phone. Your guys' posts have been great help in the past and I have never had to ask for help, but please any insight would be appreciated. Thanks
