Graphics slow on startup but fast after reboot

I just got a new system (specs below) with the Asus r9 270.
The computer takes much longer to start than reboot, takes a while for the MB screen to show but not much slower once starting windows screen shows.
The computer then is jerky when moving browsers on the screen and games run below 20FPS
If i reboot then everything is fine and the games run at 60+ FPS and there are no problems. I tried updating the BIOS and also updating the drivers for the graphics card even to the new beta 14.7 Catalyst control center

I am running windows 7 64-bit

Any help would be greatly appreciated

i ran the disk check and it showed no issues and its still happening

my specs are

i5-4690
Gigabyte h97m hd3 ASUS Radeon R9 270 DirectCU II 2GB
Corsair CX-600 PSU
Kingston ValueRAM 1600MHz 8GB DDR3
SilverStone Precision PS07 Micro ATX Case
Plextor 120GB SSD

The PC is brand new there's no dust in the case, the fans start up straight away so I don't think they are the problem.
All the GPU settings are stock
I updated the bios and drivers to the latest release

First screen showed your cpu at 5.6GHz on only Vcore of 1.188V. That's impossible seeing that is a plain i5 4690 (non k) cpu. Check again with bios/uefi. Do a bios reset and see if that fixes it.

Your power supply voltages seem OK

Your GPU seems to be running OK. 1.215V is a bit high. Have you overclocked it?

Did it solve the Problem? I got the same Problem.
Tried to reinstall windows 7 and 8.1 more than 1 time.
Specs:

CPU: Intel Xeon E3-1231 v3
GPU: MSI R9 280 Gaming 3G
MB: Gigabyte H97 HD3
RAM: 8GB crucial ballistix sport
NT: BeQuiet System Power 10 500W
SSD: Crucial MX100 256gb
OS: Windows 7

Hi all,

I haven't see another thread on Tom's hardware with this same problem, so I posted here.
I have the exact same problem. Everything is jerky at first boot, VERY long POST. then a reset (once OS booted) makes the system run normally (most of the time).

Here's my setup :

CPU : Intel Core i7-4790
Motherboard : Gigabyte GA-H97-D3H.
Video : XFX Double D R9 270x 2GB
PSU : 600W OCZ ModXStream

Clean Linux Ubuntu 14.10 install with latest Catalyst drivers.

I've opened a ticket with XFX and Gigabyte.
