Can't see drives in My Computer

Hey. So, I've been having this problem with a hard drive I connected to my computer. The computer chirps when I plug it in, so I know it's connected, but it doesn't show in My Computer so I have no way of accessing any f the data on it. I've been having the same problem whenever I connect my phone to add songs, and other USB devices.
Please advise!

An external USB hard drive? Did it come with software to install it?
What kind of phone? Does it require you to turn on USB sharing?
Other USB devices?

Can you list your system specs? Most importantly motherboard type. Are they usb 2.0? 3.0? What color are the USB ports, are they blue?

Also, check device manager and see if there are any issues with USB devices
