Low and ustable fps

Fps: 20-70

I have tried everything to boost my fps but nothing has worked.. Problem started recently i had good fps before. Also my windows feels "laggy" when im on internett and watching videos.

Specs:

GPU: Corsair HX 850W PSU

CPU: AMD FM2 Athlon X4 760k Black Edition With Cooler Master Evo 212

VGA: Nvidia GeForce GTX 670k

Ram: 8GB

OS: W7 64-bit

You should make sure there aren't a bunch of background tasks happening without you knowing. its very imp. to end those tasks, avoid junk in your pc. To start with, I would recommend a thorough scan by a good antivirus, then starting the system with selective boot items using msconfig.

I see now that my post is unclear. I got low FPS in games Csgo and other fps games. When i say "laggy" i mean like when i watch utube videos they stutter and when i move folders and drag things acrosse the desktop it just seems like it lags and while typing this someone on steam started a game and for 1 second everything just stopped.
