Can you please design me a gaming pc that will run dota 2 at max graphics settings at 60+ fps on pcspecialist

You have not mentioned cost limit. So I have designed a PC keeping the Highest settings for Dota 2 in mind, excluding costs barriers.

This would cost about 1280 Euros. This setup can be made more cost effective by eliminating webcam and speakers. Deduct 120-150 Euros by eliminating these 2.

This setup can run Dota 2 with ease, it is capable of running many high end games. BF4 can run on it with ease. You can compare accordingly.

The GPU in that build is too weak and the PSU is not good quality
