shopping around: Video and FM2/am3+ questions

so guys, ive been shopping around, I haven't been keeping track of the technology and perhaps my methods are antiquated.

Anyways, usually i pick out the parts, then find a mainboard to support them.

I've mostly decided on
video:
Radeon R9 270X 4GB (pcie 3.0)

processor:
AMD FX-8350 Black (am3+ socket)

Ram:
4x 8gb DDR3 SDRAM DDR3 1600 (PC3 12800) (recycling these, i'm guessing the tsunami in japan made ram prices insane because these are about 4 times as expensive now)

so anyways, I cannot for the life of me find an amd mainboard that has a pcie 3.0 slot AND can accept that processor, the pci3.0 mainboards are all FM2.
I've found some posts on this forum that say that there is no performance hit by dropping a 3.0 card in a 2.0 slot, but those are all dated 2012 or thereabouts, is this still true?

Yes, the performance drop from 3.0 to 2.0 is minimal to non-existent, your talking 1% difference.
