Make sure the drivers are installed correctly.
Uninstall any old AMD drivers, just in case.
If that doesnt work, underclock your card until it reaches a safe level.
The fact that you have to underclock your card to remain (somewhat) stable, might infer you need to RMA it or replace it with another card.

For me it Looks like something is wrong at start up. Once i van Play on it for few hours with no single artifact on screen in game like watch dogs od crysis. And When i restart my pc game are crashing. And i have to restart my pc few Times until i make it work again. What about updating gpu bios ? Can it help ? If yes can anyone link me to any Guide ?

Splendid

thats only 216 watts, the card alone uses up to 200W when gaming.... So if you read that label correctly and the psu has only one 12V rail with 18 amps on it, your psu isn't strong enough to run the card and likely the source of the problems..

edit the gtx650 uses very little power in comparison, about 50-60W

I have updated mobo bios, and drivers stopped to crash at all, i dont even have to underclock gpu anymore.
Here is another question. I have 1 rail with 2x 6+2 pin connectors, should i connect gpu to this one rail using one 6+2 pin and one 6 pin
or just 6+2 and another 6 pin with 2x molex to 6pin adapter ? before ive been using adapter and gpu been working sometimes, now i have black screen when trying to play game, and when i connected gpu to only 1 rail with 2x 6+2 pin connetors, it is working but gpu gives some strange noises. does it make any sense ?
thanks for any advice.
