make a printer (wired to a PC connected to the internet) available as a printer in remote PC connected to the internet

I want to see my samsung printer (which is wired to my PC at home) appear as a printer in my list of printers on my PC laptop. So when i click print on my laptop, I can choose my samsung printer.

the samsung printer does not have an network/internet port (rj-45) but is connected to an XP PC.

I am assuming there might be a way by making this printer as a printer on the network and then hosting this shared printer on the internet?

i have heard about google cloud print and dropbox print but i dont think these methods would allow me to view my printer as a printer in the list of printer in windows.

Any ideas?

(laptop is windows 7, desktop PC is windows XP, Printer is Samsung scx-4300)

With regards to making the printer public, how do you do that and how would anyone (strangers) be able to print to my printer if the haven't added my printer or don't know my printer's internet address (if this is correct technical spiel)? Also, just to confirm, would i be able to see that samsung printer as online among the list of printers list that is provided in windows 7?

Besides, the Googlecloud print solution I would like to ask:

If you're abroad and want to print a doc so that it comes out of your printer at home then, can it be added as a remote printer (over the internet)? - would you be able to see the printer on the list of printers then? - I'm not sure how to do that, maybe by adding the printer an IP address so that it can be added over the internet?
