How's your framerate? Unaffected? You should know that all CPU's throttle themselves when not under heavy load. Graphics cards are always the most demanding component of any game... except minecraft... but only because Notch is a fool and still hasn't switched to OpenGL.

30-50 is normal, 300 is severe screen tearing!

What are the temperatures on your CPU when you're playing CS:GO?

Go into the bios and turn off Cool'n'quiet, and see if that helps the frame rates.

No bro is not normal , because from fast framerate to low framerate is like a slow motion . Whats setting can i modify in bios or where?

Does your case get good airflow through it? Overheating VRMs can also throttle a system.
If temps aren't a problem, you might make any power-saving features less aggressive, or disable them entirely, at least for testing.

I tried with Cool`n`quite disabled and no effect., with H/W monitor in game i have 40-55 C , and on idle 25 C .

check the control panel settings (hardware options). battery and set it to high performance mode instead of balanced or power saver.

You're idling on warmer temperatures, but your load temperatures are okay.

You could turning the overclocking mode to manual. Then manually setting the multiplier to x20 to run at 4ghz. Disable the turbo boost feature for now.

I put it to OC MODE , and set it at 5 % , 4,2 Ghz OC and now, not problems.. idk if is good.
