I saw a lot of reviews that this gpu have back panel but mine came without,should i call the store or some come without?

A backplate just straightens out the board, and maybe lower the temps by like 2-3C.
I wouldn't be worrried, but if you really want it call up and ask about it.

A backplate is a sturdy metallic plating on the back of the graphics card.
It's designed to straighen out the board when it starts sagging from weight, and it can also allow dispersion of heat from the card, depending on how its made.
It's pretty much cosmetic, with little benefit.
