Front panel connectors not working on new build

Okay, so I just did my first build yesterday. Got everything done and when I plugged the PSU in and turned it on, it powered up everything. I couldn't turn it off unless I used the PSU power switch. I've seen so many different things and I don't know whether to do a RMA or not. Please help :??:

Specs:
Mobo: Msi 990fxa-gd65v2
GPU: Msi r9 280
CPU: Fx-8350
PSU: Corsair cx600
Ram: Kingston hyper x fury

Why would not being able to turn it off without using the front panel switches be the switches problem?

Presumably you tried with windows and that didnt work
So your problem is at BIOS , power settings , or software level .

What operating system do you have? And what happens when you try and turn off using the start button , or power off button in windows?
