Which RAM is better (Vengeance Pro)

Out of these 3 options, which should I choose?
(8GB 1866Mhz C9 9-10-9-27)
(8GB 2133Mhz C11 11-11-11-27)
(8GB 2133Mhz C9 9-11-11-31)
Using PC for Gaming.
Motherboard is ASUS VII HERO.
CPU is Intel i7 4790k.
GPU is Classified Dual Bios GTX 780 ti with ACX.

you wont notice a difference between any of those outside of benchmarks, go with the cheapest compatible (@ 1.5V)

no part numbers or brand supplied & not all ram works in every system. I'm just covering my behind.

The 2133Mhz CL9 is the best of the 3 kits you asked for.
It will absolutely work with that motherboard, just select the right XMP profile in the BIOS.

Ah cheers for that, one thing though, I saw my CPU supports 1333/1600 doesn't that restrict me in some way (or all together)? If not should I still stick with a 2133 or would it be recommended to stay with a 1600?

It's a rated speed, but the motherboard's chipset has the last word in the matter.
You can even use 3000Mhz ram modules on that motherboard and it wont damage the CPU whatsoever, there could be only stability issues if you try overclocking the CPU by a vast amount.
At CAS latency 9 2133Mhz ram performs really good.
